Hancock County Endowment Fund  

 

Three local nonprofit organizations were honored with grants from the Hancock County Endowment Fund, held at the Community Foundation Serving West Central Illinois & Northeast Missouri, at a reception hosted at the Hancock County Courthouse on August 29. The grants mark the ninth annual grant awards presented from the Hancock County Endowment.

“The Hancock County Endowment Fund fuels local projects that support the needs of the community most prevalent at the time,” said Amy Graham, Hancock County Fund Council Chair. “This year, the Fund Council recognized the need to support early childhood education and local food security programs that help strengthen the mind and body of our residents within Hancock Count.”

Recipients of the 2024 Hancock County Endowment Fund grant awards include:

·         Food for Thoughts for the week-end meal program.

·         Hancock County Senior and Childcare Services for child care classroom operating support.

·         United Way of the Great River Region for the emergency food kit program.

 

The Hancock County Fund Council, made up of local volunteers, annually evaluates applications submitted by Hancock County nonprofit organizations through the Community Foundation’s Community Grant program.  Since the Hancock County Endowment Fund’s first grants in 2015, more than $18,000 has been awarded to nonprofits advancing the quality of life in Hancock County.

 

The Hancock County Endowment Fund is a permanently endowed charitable fund exclusively for the benefit of Hancock County. It is a communal fund that anyone can give to and help strengthen the quality of life in Hancock County. Gifts made to the fund are invested for long-term growth and grants are made from earnings, providing a permanent, steady source of support for local needs and opportunities.

 

“The Hancock County Endowment Fund is a way to ‘keep local money working for local causes,’” said Graham. “Anyone can make a gift to the Hancock County Endowment Fund at any time and be confident that their gift is more than a donation – it’s an investment into the future of Hancock County.”

 

Gifts to the Community Foundation for the Hancock County Endowment Fund are tax-deductible as allowed by law. Gifts of cash, securities and other appreciated assets, estates or trusts, IRAs, life insurance, and even grain and farmland are accepted and will help ensure the future of Hancock County.

MEMORIAL HOSPITAL TO OFFER ADDITIONAL LACTATION SERVICES

Memorial Hospital is thrilled to introduce additional Lactation Counseling
Services with Julie Shoemaker, MS, RDN, LDN, CLC. These services are designed for pregnant women and mothers interested in learning about breastfeeding, those who are struggling with breastfeeding, or those simply looking for support in their breastfeeding journey. These counseling services are designed to provide the necessary assistance, education, and encouragement to ensure a positive breastfeeding experience for all new and expecting mothers.
Shoemaker became a Certified Lactation Counselor (CLC) through the Academy of Lactation Policy and Practice (ALPP), a credential that signifies excellence in lactation care. Shoemaker assists women in gaining the necessary skills and knowledge to provide clinical support and management to those who are thinking about breastfeeding, those who have questions during the course of breastfeeding, or those who are simply seeking support.
“Our goal is to offer personalized support to make the breastfeeding experience as smooth and rewarding as possible,” Shoemaker stated.
To become a CLC, Shoemaker completed a 95-hour “Lactation Counselor Training Course”
offered by The Healthy Children’s Project, Inc. at The Center for Breastfeeding. This course
provided the most up-to-date research-based information and clinical competency validation for delivering professional lactation care.

City of Quincy Declares Next Week as “Chaddock Appreciation Week”

The City of Quincy will officially recognize the extraordinary contributions of
Chaddock by proclaiming the week of September 3rd – 8th as "Chaddock Appreciation Week." The announcement will be made at the Quincy City Council meeting on Tuesday, September 3rd, at 7:00 p.m. by Mayor Michael A. Troup, who will issue an official proclamation at the beginning of the meeting.
In celebration of Chaddock Appreciation Week, the iconic Bayview Bridge will be illuminated in Chaddock red throughout the week, serving as a glowing tribute to the organization's dedication and service to our hometown community. With programs that serve over 400 children daily and a staff of over 300 dedicated professionals, Chaddock’s Developmental Trauma and Attachment Program continues to bring hope and healing to children and families, having made a profound impact on the local community and around the world.

– The Community Foundation Serving West Central Illinois and Northeast
Missouri has awarded two $3,000 grants to support two initiatives in Carthage: "Striving to Meet the Childcare Needs of Hancock County" and "Expanding , Enhancing Emergency
Preparedness in Hancock County." These grants will fund Willow Grove Childcare & Learning Center and implement a new state-of-the-art mass emergency notification system at Memorial Hospital.
The first grant, "Striving to Meet the Childcare Needs of Hancock County," will support the
Willow Grove Childcare & Learning Center, which has evolved to meet the community's changing needs. Initially designed to accept children up to 12 years of age, the center has adapted to the increased demand for services for younger age groups. With the recent expansion of the infant and toddler rooms, this grant will be used to purchase additional essential small equipment and supplies to fulfill the needs of these new classrooms, ensuring that Willow Grove continues to provide high-quality care to Hancock County families.
The second grant,"Expanding & Enhancing Emergency Preparedness in Hancock County", will implement a cutting-edge mass emergency notification system that will be used at Memorial Hospital. This new system is designed to address the limitations of the current communication method. Unlike traditional systems that are better suited for non-emergent notifications, this state-of-the-art technology will streamline communication, significantly improving response times during critical situations. The new system will enable more efficient communication by sending targeted messages to specific grou s, improving the ability to communicate quickly and efficiently with staff and community members during emergencies, such as natural disasters, internal or external threats, or other critical events.

 The Community Grant program through the Community Foundation strives to strengthen nonprofit programs that enhance the quality of life throughout the region. Funding for these Community Grants is made possible through earnings from endowment funds. The Community Foundation invests and grows these funds, and each year, a portion of the fund's earnings are distributed as grants. Community Endowment Funds support grants for arts, culture, community betterment, education, health, and human services in the Community Foundation's 12-county service area.

Rep. Norine Hammond - Trio of Hammond bills signed into law, including legislation to assist local road districts with funding challenges

A trio of bills sponsored by State Representative Norine Hammond (R-Macomb) have been signed into law by the Governor.

One of Rep. Hammond’s top priorities during the spring session was legislation to assist local road districts with funding challenges.

House Bill 5190 provides that the allocation to road districts shall be made in the same manner and be subject to the same conditions and qualifications as are provided by current law concerning the allocation to road districts of the amount allotted from the Motor Fuel Tax Fund for apportionment to counties for the use of road districts. It further provides that any funds allocated to a county that are not obligated within 48 months shall be considered lapsed funds and reappropriated in the same fund. The lapsed funds shall be used to provide additional monetary assistance to townships and road districts that have insufficient funding for the construction of bridges that are 20 feet or more in length.

Hammond’s legislation was an initiative of the Illinois Association of County Engineers.

“My legislation addresses the funding challenges that local road districts have had concerning maintaining roads and bridges by updating the current funding formula for local road districts,” said Rep. Hammond. “I’m grateful to the Illinois Association of County Engineers for working with me on this issue and I thank my House and Senate colleagues for their unanimous support.”

House Bill 5000 will allow nurses on staff in assisted living facilities to provide level one and level two catheter care. Many residents may require this care either upon entry or later while in an assisted living environment, and this legislation allows nurses in assisted living facilities to provide that care, rather than having to bring in an external nurse which adds additional steps and costs. HB 5000 was an initiative of LeadingAge Illinois and was supported by the Illinois Health Care Association.

House Bill 1837 allows local tree removal businesses to dispose of tree waste by burning it offsite, away from local residences. Currently, landscape waste is only allowed to be burned on the premises it was generated.

This year’s event holds  special significance, as we gather to honor the extraordinary legacy of our late President and CEO, Debbie Reed.
The Rose Tea is a garden party tradition dating back to the early 1900s. It brings together
supporters, staff, and the community to celebrate and reflect on the work we do at Chaddock. A centerpiece of this year’s event will be the presentation of the 2024 Harry and Carlene Geisler Friend of Children Award, which will be posthumously awarded to Debbie Reed. The award will be accepted by her family in recognition of Debbie’s unwavering dedication and profound impact on the lives of countless children and families.

Led by ESL Instructor Jay Harnack, the visit aimed to immerse students in an engaging, practical experience where they could use their English skills by following directions and interacting in a fun environment. The students, ranging from upper-beginner to intermediate English speakers, enjoyed a hands-on culinary session with Memorial Hospital's Head Chef Amber Clark, and Certified Exercise Physiologist and Registered Dietitian Kara Andrew, making zucchini bread, homemade pizza, salads, and Italian dressing. Western Illinois University Board of Trustees approved Staff Reduction August 6th 2024

At the Aug. 6 Western Illinois University Board of Trustees special meeting, the Board approved Resolution No. 24.8/1, a staff reduction authorization.

“For the past decade, Western has been navigating the ongoing transformation of higher education and the enrollment decline due to population shifts, changes in funding, and a misguided narrative that higher education is not worth the investment,” WIU Interim President Kristi Mindrup said.

“The future of Western Illinois University is dependent upon a financially stable foundation. We find ourselves today at a pivotal moment where we must make decisions that ensure our short- and long-term stability and success. In order to address financial stability, we must recognize that our institution, like so many others across the country, must be the right size and the right shape to serve this number of students. The focus of all decisions has been and will continue to be ensuring students will continue to have access to quality academic programs and engaging experiences.

“As we look toward the future, we aim to strengthen our focus on student retention and creating a seamless transfer student experience. We will position ourselves to expand into new markets, and to innovate focused strategies  that attract a variety of learners seeking new types of professional development and certification. Our institution will deliver on our commitment to align with Thrive Illinois Initiatives that foster equity and access for first generation and traditionally underrepresented students. We will continue our commitment to serve rural, West Central Illinois’ workforce development needs through innovative partnerships and student experiences before, during, and after college that contribute to the quality of life in our region and beyond.”

IL—For the fifth consecutive year, the Centers for Medicare and Medicaid Services
(CMS) has honored Memorial Hospital in Carthage, Illinois, with a 5-star rating for patient
satisfaction.
This 5-star designation is based on the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) scores. The CMS rating system places five stars at the highest rating. “Our team’s dedication to delivering quality care is beyond compare,” stated Raigan Brown, Chief Nursing Officer at Memorial Hospital. “Achieving a 5-star rating is a significant honor, but to earn this award for five years in a row is extraordinary! This accolade reflects the passion and commitment our team brings to patient care. We will continue our pursuit of excellence to ensure the best outcomes for everyone who enters our facility.”
As a reminder, filling out an HCAHPS survey is crucial for hospitals aiming to achieve a 5-star rating. Having patients fill out these surveys not only aids in achieving a 5-star rating but also contributes to a culture of continuous improvement within the hospital, ensuring that patient experiences and satisfaction remain a priority.

Fort Madison Bridge to close Aug 5th  h for repair, detour in place 

Railroad bridge maintenance work to last through November

 

What: In the interest of public safety, the Fort Madison Bridge will temporarily close to automobiles for necessary repairs. When: Aug. 5 through Aug. 30, 2024, and again Sept. 9 through Nov. 22, 2024 Where: Illinois State Route 9 between Niota, IL and Fort Madison, IA Why: Maintenance work will include replacing floor beams and associated stringers at six different locations on both the east and west approach. Since the bridge is owned and operated by BNSF Railway, toll revenue collected on the bridge is paying for part of the maintenance with BNSF making up the remainder of the cost. No public dollars are being used. We appreciate the public’s patience during this time. Note: BNSF will halt work during the Tri-State Rodeo in Fort Madison from Aug. 31 to Sept. 8 to allow for traffic across the bridge.
