Effective as of this date, The Warsaw Rural Fire Protection District and The Hamilton Fire Department are implementing a NO BURN BAN for the entire City of Warsaw and Hamilton, IL and ALL outlaying areas covered by their departments. The BAN prohibits ALL open burning of any kind. This included residential fire rings and pits, also the shooting of FIREWORKS of any kind in all residential areas!!! Shooting of Fireworks will only be allowed in authorized areas by the City of Hamilton and Warsaw. 

This NO BURN BAN will remain in effect until further notice. All questions should be directed to the City Halls of both communities or Fire Department.

Carl Sandburg College 2023 Spring Semester Dean’s, Honors Lists

 

Carl Sandburg College has released the names of students who qualified for the dean’s list and honors list for the 2023 spring semester.

 

To qualify for the dean’s list, a student must be enrolled full-time (at least 12 credit hours) and earn a grade point average of at least 3.5 (on a 4.0 scale). To qualify for the honors list, a student must be enrolled full-time and earn a grade point average of 3.0 to 3.49.

 

The college also makes dean’s and honors list designations for students who were enrolled part-time during the semester (less than 12 credit hours) and have completed a total of at least 12 credit hours overall.

Final Planning and Public Meeting for 2023 Hancock County Natural Hazard Mitigation Plan

 

Carthage, Il. The final planning and public meetings for the update of the Hancock County Multi-Jurisdictional Natural Hazard Mitigation Plan will be held July 26, 2023, from 4-6PM at the Board in the Hancock County Courthouse.  The Courthouse is located at 500 Main Street, in Carthage.  This meeting will summarize the planning process, outline the mitigation strategy, address the changes from the last FEMA approved Hazard Mitigation Plan for Hancock County, and invite public comments. The participating jurisdictions in this plan are Hancock County, Basco, Carthage, Dallas City, Ferris, Hamilton, LaHarpe, Nauvoo, Pontoosuc, Warsaw, and West Point.

The planning process, funded by FEMA through the Illinois Emergency Management Agency (IEMA), requires that plans be updated every five years.  Each jurisdiction is encouraged to think strategically about what they can do to reduce the risks to life and property from natural hazards. The County ESDA Coordinator, Jack Curfman, worked with University of Illinois Extension and the Illinois State Water Survey to facilitate the plan development and complete the risk Assessment.

Of special interest in this plan update is the new focus FEMA is placing on nature-based mitigation solutions as well as the impact of climate change on natural disasters and communities impacted. Types of nature-based solutions include rain gardens, such as the demonstration rain garden that was recently completed in Nauvoo as part of a Rainscaping Training by Illinois Extension and funded by the Extension Disaster Education Network (EDEN). 

The public is invited to attend this meeting and also review the draft plan, which will be available on the Hancock County website as well as the university of Illinois Extension Adams, Brown, Hancock, Pike and Schuyler County website ( https://extension.illinois.edu/abhps ) by July 24, 2023.

Memorial Hospital FOCUS Fitness is pleased to announce the
launch of its upcoming beginners resistance training class for adults aged 18 and over. This comprehensive program will be held at our facility located at 103 Randolph Street, Carthage, IL, from June 20th to July 14th, 2023. Classes will take place every Tuesday, Thursday, and Friday from 4:45 p.m. to 5:45 p.m.
The purpose of this program is to guide individuals who are interested in incorporating strength training into their fitness routine but may feel unsure about doing so safely and effectively. By combining resistance band training, free weight training, and bodyweight exercises, our expert trainer will empower participants to achieve their desired fitness goals. To ensure personalized attention and an optimal learning experience, enrollment for this program will be limited to a maximum of 10 individuals. The small class size guarantees individualized support and guidance from our experienced instructor.
The cost for the four-week program is $120.00 per person, representing a fantastic value for those seeking to enhance their fitness journey. To secure a spot in the beginners resistance training class, interested participants are encouraged to sign up on the FOCUS Fitness Facebook page.

SILVIE'S RIDE AGAINST CHILD ABUSE IS JUNE 17

Domestic violence can happen to anyone, including children. That fact is
unfortunately all too real for family members of young Silvie Yocum, who died as a result of domestic violence
at the age of five. In her memory, her family hosts the annual fundraising and awareness event called Silvie’s Ride Against Child Abuse in Macomb which draws hundreds of riders each year. This year’s Silvie’s Ride is scheduled for Saturday, June 17, 2023, and the public is invited to attend.
Silvie’s Ride is a nearly daylong event that offers several ways for the public to support the cause, including an all-you-can-eat breakfast, a silent auction, and participating in the ride. The event is based at the Macomb Elks Lodge, 401 South Deere Road in Macomb, Illinois. Breakfast, which costs $10 per person, will be available from 7:00 a.m. to 10:00 a.m. A variety of items will be available for bidding as part of a silent auction from 7:00 a.m.
until 4:30 p.m. Vehicle/ride registration will be from 8:00 a.m. to 10:00 a.m. on the day of the event; pre- registration is not required.
For those who want to join the ride, the cost is $20 per vehicle, plus $5 per passenger. All vehicles are welcome to participate, but motorcycles are encouraged. For motorcyclists, a “blessing of the bikes” is planned at 10:00 a.m. in the parking lot. Riders will leave the lodge as a group promptly at 10:30 a.m., with a  police escort.
Riders will follow a pre-determined route to scheduled stops in McDonough, Warren, Henderson, and Hancock counties, before returning to the Macomb Elks Lodge. A route map will be provided at registration. Riders are not required to follow the entire route from start to finish. Dinner will be provided to registered  riders starting at 4:30 p.m. at the Macomb Elks Lodge.
All proceeds from Silvie’s Ride are donated to Silvie’s Fund at Western Illinois Regional Council-Community  Action Agency (WIRC-CAA) Victim Services, which provides free counseling and advocacy services to survivors of abuse.

Legacy Theater Foundation buys theater property from City of Carthage

The Legacy Theater Foundation Inc. is moving to a new stage in the operation of its theater in Carthage.
On May 9, the Carthage City Council approved an agreement allowing the foundation board to pay $100
and take ownership of the theater.
The City of Carthage will continue giving financial support to the theater during the first years of the
transition. With the purchase of the theater by The Legacy Theater Foundation, the City agreed to continue
lawn mowing and snow removal, along with three years of financial support, $20,000 in the first year, and
$10,000 for each of the next two years.
“It was never the city’s intention to own the theater long term,” said Doug Groth, president of The Legacy Theater Foundation Inc. “It has always been in the plan for The Legacy Theater Foundation to take over ownership at some point.”
Carthage purchased the theater for $100 in 2016 from its previous owner, Carl Sandburg College. That same year, the Legacy Theater Foundation Inc., a not-for-profit organization, was formed and has run all aspects of the theater operations. The theater hosts a broad range of live performances.  When the offer was made from Carl Sandburg for Carthage to take ownership of the theater, it was “too good to pass up,” according to Carthage Mayor Jim Nightingale. The city has made several major improvements, such as tuck pointing the east side of the building, repairs to the HVAC system, and removal of the Douglas Center building, now space for parking.
“We were fortunate to have TIF funds to help with the work. It has been a big boost for Carthage,” Nightingale said.
“I can’t measure exactly, but with our sales tax as strong as it has been, you know people coming into town really helps. It has been a win-win for everybody, and I hope it continues that way. I am so glad we have such an active board operating the theater.”
By taking ownership of the building, the foundation is positioned to compete for grants and to make additional improvements to the facility in the future, according to Groth.
“We are grateful to the city for helping us to get on our feet,” Groth said. “Together we have created a great venue for live entertainment and gatherings of all kinds in this region. We are excited for the future.”
The Legacy Theater was built as an auditorium for Carthage College in 1953. It was later used by Robert Morris College who owned the campus from 1965 to 1989.
The auditorium and the rest of the campus was not used for many years, until it was purchased by Prairieland Investment Group in 2007. While most of the campus is used by Carthage Veterinary Service, the auditorium was gifted in 2008 to Carl Sandburg College branch campus in Carthage.
CSC made major renovations to the auditorium and used the building until it was sold in 2016.
Since that time, The Legacy Theater has hosted live entertainment of all types, drawing crowds from over 35 states with around 12 performances a year. It is rented by many groups in the area for their events. “As we move forward into this new phase, we are grateful for the continued support of people who come to our shows, the businesses and groups who rent the facility, volunteers who give their time and talents, and donors who ensure the theater’s future,” Groth said.
The theater is run primarily with volunteer committees and two part time employees.

Nonprofits like Western Illinois Regional Council (WIRC) frequently work with area contractors to complete home rehabilitation projects to help people in need. These projects help lower-income individuals with making repairs or improvements they otherwise would not be able to afford such as fixing electrical code issues, installing wheelchair ramps, window replacements, or widening doorways for wheelchair access. WIRC officials say they have more projects than contractors at the time of publication, and are asking the public for help in spreading the word about the need for more contractors. 

Public Relations Manager Jamie Roth says that having a list of pre-qualified contractors can determine whether or not a project can go forward. “Having a lot of grant funds for housing projects does not mean much if we cannot find qualified contractors to do the work for the people we serve,” said Roth.  “We invite all local contractors to contact us and ask how they can work with WIRC to help people in need.”

Officials at WIRC say that there are benefits to working with the Agency, which manages projects in six western Illinois counties. “The good things about working on WIRC projects are the steady flow of projects offered and that payments are prompt,” said Darrin Taflinger, WIRC Housing Programs Manager. “We have offered 30 to 40 jobs over the last year with an average cost of $48,000 each.”

WIRC is currently searching for contractors who specialize in the following fields: HVAC; foam and insulation; electricians; plumbers; lead removal; construction; and structural repairs. To be considered, contractors must be established in the contracting business and properly insured. Contractors and subcontractors must show proof of current state and local licensing when applicable. A lead license will be required for projects with lead hazards. Small, minority, and women-owned businesses are encouraged to apply. 

Roth continued that these housing projects help the community as a whole, not just the homeowner. “There is a ripple effect with these projects that can sometimes be hard to see, but it is there. The home is more comfortable to live in for the resident and it also typically has an increased curb appeal that lifts up the whole neighborhood.”

Sheriff Travis Duffy reports a June 4, 2023, traffic stop led to an arrest for possession of controlled substance with intent to deliver. 

 

On June 4, 2023 at approximately 10:50 PM a Sheriff’s Deputy conducted a traffic stop on a 2019 blue Ford F-150 on Illinois 336 near County Road 1350 North for erratic driving and lane violations. 

 

After further investigation, the driver, Vicky L. Brummett, 65 of Harvard, IL, was placed under arrest for Driving While Under the Influence of Drugs. A vehicle search revealed over 200 individual baggies containing a substance that field tested positive for heroin. Brummett was charged with Possession of Controlled Substance with Intent to Deliver as well. 

 

Brummett was transported to the Hancock County Jail to await an initial court appearance. 

 

All arrested persons are presumed innocent until proven guilty in a court of law.
