REGULAR MEETING FEBRUARY 24th, 2026

The Regular Meeting of the Carthage City Council was held Tuesday, February 24 th ,
2026, at City Hall, 538 Wabash Avenue. Mayor Smith called the meeting to order at
7:00 P.M. Answering to roll call were Aldermen Smith, Roberts, Steinkamp, Long,
Biondolino and Walker. City Treasurer Pam Edris was absent.
Motion was made by Alderman Walker, seconded by Roberts to approve the regular
meeting minutes of February 10 th . All six Aldermen answered “aye” in approval.
Brett Housewright was present and spoke briefly with the Council about his TIF
application. Mayor Smith reported to the council about the acceptable expenditures for
TIF funds and the guidelines that are used.
Mayor Smith reported to the Council that the City has received notice that the asbestos
abatement at 1248 Wabash Ave. should be completed on March 17 th . If that is the case
then the City could include the demolition of that property in with the other Strong
Community Grant demolitions. However, a change order would be required. The Mayor
would like the City Public Works Director to discuss this option with the individual that
received the demolition bids.
Motion was made by Alderman Walker, seconded by Smith to approve allowing Rich
Sealock to speak with W&S Contracting about a change order to the demolition bids. All
six Aldermen voted “yes”.
City Attorney Tom Hartzell reported on several delinquent properties.
Alderman Smith reported to the Council that Fortress Bank has turned in a permission
form asking for barricades on June 12 for the annual customer appreciation luncheon.
Motion was made by Alderman Smith, seconded by Roberts to approve the Fortress Bank
permission form. All six Aldermen answered “aye” in approval.
Alderman Smith reported to the Council that the City has received some clarification on
the permission form from Illini West in regards to the Car show that they would like to
hold on April 11 th . This event would be held from 9:00 a.m. to 12:00 p.m. on the south
side of the square. They are willing to follow any restrictions or guidelines that the City
may have as far as the use of barricades are concerned.
Motion was made by Alderman Smith, seconded by Roberts to approve the Illini West
permission form. All six Aldermen answered “aye” in approval.

Alderman Biondolino reported to the Council that the Public Property Committee met
and looked at repairs that are needed on the City Hall floor. Some of the floor joists on
the west side of the building are starting to sag and a new beam needs to be installed to
help hoist the floor back up.
Alderman Biondolino reported to the Council that four tree bids have been submitted to
the City for removal of trees at 511 Walnut. This property is included in the most recent
round of Strong Community Grant demolitions. LT land and tree service was the low bid
of $1,500.00.
Motion was made by Alderman Biondolino, seconded by Long to approve the bid of
$1,500 from LT land & tree service for removal of trees at 511 Walnut. All six
Aldermen voted “yes”.
Alderman Long reported to the Council that repairs to the Water treatment plant have
been delayed until February 25 th . He also reported that the City Engineer and Public
Works Director drove the City streets to see which ones need repairs this coming year.

The Regular Meeting of the Carthage City Council was held Tuesday, February 10 th ,
2026, at City Hall, 538 Wabash Avenue. Mayor Smith called the meeting to order at
7:00 P.M. Answering to roll call were Aldermen Smith, Roberts, Steinkamp, Long,
Biondolino and Walker. City Treasurer Pam Edris was also present.
Motion was made by Alderman Walker, seconded by Smith to approve the regular
meeting minutes of January 29 th . All six Aldermen answered “aye” in approval.
Motion was made by Alderman Walker, seconded by Smith to approve the special
meeting minutes of January 26 th . All six Aldermen answered “aye” in approval.
After discussion a Motion was made by Alderman Walker, seconded by Smith to approve
the January Budgetary Report. All six Aldermen voted “yes”.
City Attorney Tom Hartzell reported on several delinquent properties.
Alderman Smith reported to the Council that the City Attorney has prepared an
Ordinance for no parking zones on the south side of Miller street between N. Adams
street and N. Scofield street and the South side of Walnut street between N. Adams and
N. Washington street.
Motion was made by Alderman Smith, seconded by Roberts to approve Ordinance No.
2025-16 an Ordinance pertaining to no parking zones on the south side of Miller street
and the south side of Walnut street, Carthage, Illinois. All six Aldermen voted “yes”.
Alderman Smith reported to the Council that the Police Department has ordered public
relations materials which were included in the annual budget. He also reported that the
Police Department personnel will be attending “non-escalation and de-escalation scenario
based training”.
Alderman Smith reported to the Council that the Carthage middle school would like the
Council to discuss the possibility of parking on Washington street on the east side of the
school between Buchanan and Walnut to be allowed to be diagonal to the road instead of
parallel to the road as it is now as this would allow for more parking. After discussion
the Council thought that this should not be allowed as the road way would be to narrow
to allow for any emergency vehicles to pass through if required.
Alderman Smith reported to the Council that the Mayor has been in contact with
textmygov which is a company that the City could use to notify citizens of any changes
or emergency situations that may occur. The City currently uses a company for this

however textmygov allows for more options for the City to notify specific areas instead
of all citizens and gives the City several other options for contacting its citizens.
Motion was made by Alderman Smith, seconded by Walker to allow the Mayor to
discuss this further with textmygov. All six Aldermen voted “yes”.
Alderman Biondolino reported to the Council that the City received two bids for the
Asbestos Abatement at 1248 Wabash Avenue. Spectrum Environmental was the low bid
in the amount of $10,100.00.
Motion was made by Alderman Biondolino, seconded by Walker to approve the low bid
of $10,100.00 from Spectrum Environmental for Asbestos Abatement. All six Aldermen
voted “yes”.
Alderman Biondolino reported to the Council that the City received seven bids for the
Demolition of six properties as part of the Strong Community Grant Program. The low
bid was from W&S Contracting in the amount of $47,500.00.
After discussion a Motion was made by Alderman Biondolino, seconded by Smith to
approve the low bid of $47,500.00 from W&S Contracting for demolitions. All six
Aldermen voted “yes”.
After discussion a Motion was made by Alderman Walker, seconded by Smith to approve
the payment of the January bills. All six Aldermen voted “yes”.
Alderman Long reported to the Council that Cahoy still needs to submit two well water
samples before the EPA will issue an operation permit on the second deep well. He also
reported that D&L will start the finishing work on the second deep well very soon.
Alderman Long reported to the Council that the brine system has been delivered to the
City. He also reported that the City Engineer will be driving the streets in the next few
weeks to discuss which roads need repaired and to also assess the future sidewalk project
by the High school.
Mayor Smith reported to the Council that the City Attorney has prepared an Ordinance
establishing the Public Works Director position.
Motion was made by Alderman Smith, seconded by Biondolino to approve Ordinance
No. 2025-17 an Ordinance establishing the director of public works. All six Aldermen
voted “yes”.
Motion was made by Alderman Walker, seconded by Roberts to Hire Rich Sealock as the
full-time public works director. All six Aldermen voted “yes”.

Burn Ban in Effect 02/15/2026  For McDonough County

MACOMB, IL
McDonough County ESDA has issued an immediate county-wide Open Burn Ban due to the
extremely dry conditions impacting Central Illinois. This ban encompasses all areas within
McDonough County, including the Macomb City limits, and is intended to protect residents,
property, and the community from the heightened risk of accidental fires. The burn ban will
remain in effect until further notice and prohibits all open burning within city limits. This includes,
but is not limited to, yard waste, bonfires, and recreational fires.
Exceptions:
• The use of charcoal or gas grills for cooking is permitted.
• Grills must be attended at all times while in use.
Persons who violate the burn ban will be subject to a fine.
The City of Macomb urges all residents to take this situation seriously and exercise extreme
caution with any potential fire hazards during this period of unusually dry weather. Public safety is
our top priority, and your cooperation is essential in reducing the risk of accidental fires.

The Regular Meeting of the Carthage City Council was held Tuesday, January 29 th , 2026, at City Hall, 538 Wabash Avenue. Mayor Smith called the meeting to order at 7:00 P.M.
Answering to roll call were Aldermen Smith, Roberts, Long, Biondolino and Walker. City Treasurer Pam Edris was also present. Alderman Steinkamp was absent. Motion was made by Alderman Walker, seconded by Smith to approve the regular meeting minutes of January 13 th . All five present Aldermen answered “aye” in approval.
Mayor Smith reported to the Council that an Ordinance has been prepared for a TIF agreement between the Velvet Hanger and the City of Carthage. The Council approved the application but an Ordinance has to be approved in order to make the TIF agreement official.
Motion was made by Alderman Walker, seconded by Roberts to approve Ordinance No. 2025-15 An Ordinance approving and authorizing the execution of the first amendment to Carthage TIF District redevelopment agreement by and between the City of Carthage and Deverie Troutman, DBA Velvet Hanger and Josh Troutman. All five present Aldermen voted “yes”.
Mayor Smith reported to the Council that a proclamation declaring February 1 st through February 7 th to be Brenda Young week needs approval. This proclamation is to recognize Brenda Young as the Citizen of the Year. She is being recognized for her countless hours to community and economic development through her role as a businesswoman and volunteer. She helps many non-profit organizations and leads the team to put up and take
down the Christmas wreaths each year. She also helps to support new business development and all the other work she does helping put on special events in the City. Motion was made by Alderman Walker, seconded by Roberts to approve the proclamation to establish February 1 st through February 7 th as Brenda Young week. All five present Aldermen answered “aye” in approval.
City Attorney Tom Hartzell reported on several delinquent properties.
Alderman Smith reported to the Council that Illini West High School has submitted a permission form to the Council. However, the Council needs some clarification on the event that they would like to hold before it can be approved. Clerk Roberts will follow up with the High School to get more clarification before the next Council meeting.

Alderman Biondolino reported to the Council that AEC, LLC has contacted the City. They will be asking the Illinois EPA for an extension on some of the items that they want to be fixed at the landfill. The items that the Illinois EPA has asked to be repaired or altered in some way are all minor issues but the City was not given an appropriate amount of time to correct these issues.
Motion was made by Alderman Walker, seconded by Smith to approve paying Alderman Steinkamp for tonight’s Council meeting. All five present Aldermen voted “yes”.
Alderman Long reported to the Council that all repairs at the water plant are projected to be completed in the next two weeks. He also reported that the salt brine system that was ordered to help with snow removal will be delivered next week.

Western Illinois Leadership Academy builds regional leaders, opens registration for next class

 

QUINCY, Ill. — Strong communities depend on strong leaders—people who understand local challenges, build relationships across boundaries, and work together to move the region forward. That belief is at the heart of the Western Illinois Leadership Academy (WILA), and registration is now open for the next class.

 

Originally launched in 1996 through a partnership between Rural Adams Development Corporation, Great River Economic Development Foundation, and University of Illinois Extension, WILA was created to strengthen leadership capacity and encourage collaboration across rural western Illinois communities. From the beginning, organizers recognized that communities could accomplish more by working together than by working alone.

 

After several years on pause, WILA returned with renewed purpose, reaffirming the importance of developing local leadership and rebuilding regional connections. When the program paused, communities felt the gap—not only in professional development opportunities, but in the relationships and shared understanding that help leaders address common challenges.

 

The most recent WILA cohort brought participants together for six day?long sessions held across Adams, Brown, Hancock, Pike, and Schuyler counties. Participants toured local businesses and community organizations, explored regional assets, and connected with leaders representing education, workforce development, government, community development, agriculture, and health care. The program concluded in Springfield at the State Capitol, where participants met with legislators, observed committee hearings and floor sessions, and gained firsthand insight into how state?level decisions influence local communities.

 

For participants, the experience went well beyond leadership theory.

 

“Participating in WILA has been incredibly impactful for me as a business development professional in health care,” said Caitlin Dallas. “The knowledge I gained and the connections I made throughout the program have been truly invaluable. I especially appreciated the opportunity to meet and learn from professionals across a wide range of industries and neighboring counties. WILA broadened my perspective and strengthened both my personal and professional network in meaningful ways.”

Since its founding, hundreds of WILA graduates have moved into influential roles across western Illinois, often describing the experience as transformational in shaping how they lead and collaborate across county lines.
