CARTHAGE CITY COUNCIL
ANNUAL MEETING APRIL 28th, 2026
The Annual Meeting of the Carthage City Council was held Tuesday, April 28 th , 2026,
at City Hall, 538 Wabash Avenue. Mayor Smith called the meeting to order
at 8:03 P.M. Answering to roll call were Aldermen Smith, Roberts, Steinkamp, Long,
Biondolino and Walker. Treasurer Edris was also present.
Motion was made by Alderman Smith, seconded by Walker to approve the 2026-2027
fiscal year budget. All six Aldermen voted “yes”.
The Mayor reported on the liquor and gaming licenses to be issued.

The council discussed the following Officers of the City and the corresponding salaries.

The City Council would also like to add Good Friday, Columbus Day, Election Day and
Christmas Eve as four additional paid holidays. The Council would also like to include
one additional personal day for each employee which would give the employees a total of
three personal days.
Motion was made by Alderman Walker, seconded by Smith to approve the above City
positions and salaries; additional personal day and additional paid holidays. All six
Aldermen voted “yes”.
Motion was made by Alderman Walker, seconded by Smith to pass Ordinance No.
2026–1 An ordinance relating to the salary of the city attorney. The attorneys shall
receive compensation of $1,800.00 per month, in addition they will receive compensation
at the rate of $250.00 per hour for all litigation. All six Aldermen voted “yes”.
The Mayor appointed Standing Committees and times of the Committee Meetings as
follows.
Finance:
Meeting at 6:00 p.m. on the Monday immediately prior to the first City Council meeting
of the month.

Motion was made by Alderman Walker, seconded by Smith to approve the Standing
Committee’s and the Committee meeting times as stated above. All six Aldermen voted
“yes”.
Motion was made by Alderman Walker, seconded by Smith to approve the City Board
members and Board meeting times as stated above. All six Aldermen voted “yes”.
Motion was made by Alderman Walker, seconded by Steinkamp to approve the dates and
times of the regular scheduled meetings of the City Council for the Fiscal Year 2026-27.
All six Aldermen voted “yes”.
Motion to adjourn by Alderman Walker, seconded by Smith at 8:12 PM
