CARTHAGE CITY COUNCIL
REGULAR MEETING APRIL 28th, 2026
The Regular Meeting of the Carthage City Council was held Tuesday, April 28 th , 2026, at
City Hall, 538 Wabash Avenue. Mayor Smith called the meeting to order at 7:00 P.M.
Answering to roll call were Aldermen Smith, Roberts, Steinkamp, Long, Biondolino and
Walker. City Treasurer Pam Edris was also present.
Motion was made by Alderman Walker, seconded by Smith to approve the regular
meeting minutes of April 14 th . All six Aldermen answered “aye” in approval.
Motion was made by Alderman Walker, seconded by Smith to approve the budgetary
meeting minutes of April 21 st . All six Aldermen answered “aye” in approval.
Mayor Smith reported to the Council that the City recently purchased 318 Wabash. This
property will be included in the Strong Community Grant Program for demolition.
Clerk Roberts notified the Council that all employees need to complete the annual
training for cyber security, whistleblower and sexual harassment prevention.
City Attorney Tom Hartzell reported on several delinquent properties.
Alderman Smith reported to the Council that Brown Electric has submitted a proposal for
electrical work and installation of a new camera system at the intersection of Buchanan
and Madison. The proposal is in the amount of $34,816.50.
Motion was made by Alderman Smith, seconded by Long to approve the proposal from
Brown Electric for installation of a camera system in the amount of $34,816.50. All six
Aldermen voted “yes”.
Alderman Biondolino reported to the Council that the City is asking for an extension on
the May 15 th deadline to fix some of the issues at the Landfill. The weather has not
cooperated and it is too wet to fix some of the issues without causing more damage.
Amy Graham reported to the Council that the Land Bank would like to hire a code
enforcer to help with communities that do not have one. This would be no additional cost
for any of the communities that are part of the land bank. Also, this code enforcer would
work with the City of Carthage code enforcer on any issues that the Land Bank has on
Carthage properties.
Motion was made by Alderman Biondolino, seconded by Smith to give the Prairie Hills
Land Bank Authority the Cities approval to hire a code enforcer. All six Aldermen voted
“yes”.
Alderman Biondolino reported to the Council that two bids have been received for the
repairs on the City Hall building. The lowest bid is from Housewright Construction in
the amount of $16,800.00.
Motion was made by Alderman Biondolino, seconded by Roberts to approve the low bid
of $16,800.00 from Housewright Construction for repairs to the City Hall building. All
six Aldermen voted “yes”.
Alderman Biondolino reported to the Council that Spectrum Environmental has
submitted a pay request for $760.00. This pay request is for asbestos abatement at 1248
Wabash. This property is part of the Strong Community Grant Project demolitions.
Motion was made by Alderman Biondolino, seconded by Roberts to approve the pay
request from Spectrum Environmental in the amount of $760.00. All six Aldermen voted
“yes”.
Alderman Biondolino reported to the Council that the Historical Society would like to
purchase 15 tables for the Carthage Community Center. The Historical Society uses the
Community Center on a quarterly basis and would like to help with the upkeep of the
Center.
Motion was made by Alderman Biondolino, seconded by Roberts to approve allowing the
Historical Society to purchase 15 tables for the Community Center. All six Aldermen
voted “yes”.
Alderman Long reported to the Council that Benton Engineering was at the Committee
meeting to discuss the Motor Fuel Tax program further. They also discussed the
upcoming sidewalk project on North Scofield.
Alderman Long reported to the Council that drainage issues on North Washington are
being looked into and the Street Department has been busy fixing pot holes.
