CARTHAGE CITY COUNCIL
REGULAR MEETING OCTOBER 28th, 2025
The Regular Meeting of the Carthage City Council was held Tuesday, October 28 th , 2025,
at City Hall, 538 Wabash Avenue. Mayor Smith called the meeting to order at 7:00 P.M.
Answering to roll call were Aldermen Smith, Roberts, Steinkamp, Long, Biondolino and
Walker. City Treasurer Pam Edris was also present.
Motion was made by Alderman Walker, seconded by Smith to approve the regular
meeting minutes of October 14 th . All six Aldermen answered “aye” in approval.
Mayor Smith reported to the Council that the Carthage Library District has submitted an
application for an Intergovernmental TIF Agreement. They are asking for $75,000 to
help with the construction expense of a new parking area at the new Library location on
First street. The request is asking for $37,500.00 within 10 days of this agreement and
$37,500.00 on or before October 31, 2026.
Motion was made by Alderman Walker, seconded by Smith to approve Ordinance No.
2025-12 An Ordinance to approve an Intergovernmental Agreement by and between
Carthage Public Library District and City of Carthage in the amount of $75,000. All six
Aldermen voted “yes”.
City Attorney Tom Hartzell reported on several delinquent properties. A deed for the
property at 31 Randolph Street has been completed and that property will be included in
the next round of demolitions. Also, the 820 Center street property has been sold and
may be removed from the agenda. Several additional properties are due for updates and
court dates have been scheduled in November.
Alderman Smith reported to the Council that the City is waiting for quotes on a new
camera system at the traffic light at the intersection of Buchanan and Madison. The
Clerk will reach out to Brown Electric to get an update.
Alderman Biondolino reported to the Council that he will be meeting with the low bidder
on the tree removal project this week. He also reported that several locations for planting
trees will be selected.
Alderman Walker reported to the Council that the Tax Levy Ordinance has been prepared
and needs approval.
Motion was made by Alderman Walker, seconded by Smith to approve An Ordinance
levying taxes for all corporate purposes for the City of Carthage. All six Aldermen voted
“yes”.
Alderman Long reported to the Council that the Street Department repaired the street on
the east side of the middle school and the section of the circle drive at the primary school
where it exits onto the City street. He also reported that the street department has
acquired two bids on a brine system for treating the streets for snow and ice removal.
The system would consist of equipment to make the brine as well as an applicator to
spread the brine. The low bid is from Turbo Turf for $13,000 plus delivery.
Motion was made by Alderman Long, seconded by Smith to approve the purchase of a
brine system in the amount of $13,000.00 plus delivery fees from Turbo Turf. All six
Aldermen voted “yes”.
Alderman Long reported to the Council that the Water Department has been working on
repairing the bar screen at the waste water plant. He also reported that Benton
Engineering will compose a letter to the EPA on updates for the City’s plans and progress
in regards to upgrading the waste water treatment plant.
Alderman Long reported to the Council that the seeding work has been completed at the
Questover lift station and that the tree removal has been completed behind the spillway at
the lake.
